The register of mining areas and closed underground carbon dioxide storage facilities (in Polish ROG) is the detailed record of all mining areas and mining damage zones established in Poland.
According to the Geological and Mining Law Act, dated 9 June 2011, the register is one of the tasks performed by the state geological survey. The way to conduct the register is described in the Regulation of the Minister of the Environment dated 16 October 2014 on the register of mining areas and closed underground carbon dioxide storage facilities (Official Journal of 2014 Item 1469). The Regulation defines i.a.: the data being subject to entry, the date for delivery of all necessary documents to the register, the types of documents collected in the archives, and the date by which the register host delivers the maps of mining areas and mining damage zones to: the concession holder, the competent concession authority, the mining authority and the commune head (mayor, the President of the city).
The Geological and Mining Law Act states that the entry to the register of mining areas and closed underground carbon dioxide storage facilities is made ex officio, on the basis of the documents delivered by the concession authority.
The set of documents which constitutes the formal base of making the entry to the register should contain:
1. The copy of decision granting the concession for the exploitation of raw material from the deposit, for non-reservoir storage of substances in the subsurface, for underground waste storage or for underground carbon dioxide storage within the mining area.
2. The set of the mining area and mining damage zone maps in the number sufficient for the list of addresses as indicated in § 9 p. 3 of the Regulation of the Minister of the Environment on the register of mining areas and closed underground carbon dioxide storage facilities.
3. The copy of decision on approval or the copy of notification on adoption of the mineral raw material geological documentation, whereas in the case of the non-reservoir storage of the substances in the subsurface, the underground waste storage and the underground carbon dioxide storage – the copy of decision on the hydrogeological and geological-engineering documentation approval or the copy of notification on the hydrogeological and geological-engineering documentation adoption.
The delivery of the mentioned above documents should take place within 14 days from the date in which the decision establishing the mining area becomes final. Moreover, the concession authority is obliged to report to the register up to date every single change of data being the subject to entry, i.a. deliver the copies of the following decisions changing the concession, or the decisions deciding on the concession expiry or withdrawal.
The register (ROG) includes the archives of documents, the register book and the up-to-date, public database the System of management and protection of mineral resources in Poland MIDAS (sub-system: the Register of Mining Areas). The information on the current and abolished mining areas and mining damage zones is collected in the form of descriptive data (i.a. the name, the area, the administrative location, the status – current or abolished, the register number, the deposit name and the raw material type) and the spatial data (the contours of the mining areas and mining damage zones). Moreover, there are also publicly available such information as: the details of the concession decisions, the changing decisions, the decisions deciding on the concession expiry or withdrawal, together with the information on the concession holders who carry out the exploitation within the established mining areas and mining damage zones.

Using all the information connected with the mining areas and mining damage zones, it should be taken into account that its timeliness is based mainly on the execution of the statutory obligations – the delivering of the documents to the register by the appropriate geological administration authorities. Therefore, only the efficient and on-going delivery of documents allows to report the reliable and up-to-date information on the exploitation of raw materials in Poland within the established mining areas and mining damage zones.

The register of mining areas and closed underground carbon dioxide storage facilities supports the concession authorities in the aspect of controlling the coordinates of the projected mining areas for the potential collisions with the mining areas already entered to registry. To ,use this service, the coordinates of projected mining areas and mining damage zones together with the information on the administrative location (Voivodeship, county, municipality, precinct, numbers of sections) should be sent by email to: kolizje_rog@pgi.gov.pl or by letter to the address of Polish Geological Institute-National Research Institute.
If the scan of map of the projected mining area and mining damage zone is also sent, it allows to detect the potential irregularities within the coordinates – even before the concession is issued.
